Percent Complete is defined as a duration measure - 4 days into a 10 day
task it is 40% Complete, no matter how much work has been done or how much
deliverable has been created, period, end of story, as firm a law of nature
as 2+2=4.<grin> This isn't an arbitrary definition, it's part of the
fundamental concepts of critical path methodology. But you can have what
you want, just it's not called Percent Complete. Project has three measures
of progress towards completion: Percent Complete, Percent Work Complete, and
Physical % Complete. They're related concepts but each measures something
different. What you are describing is the Physical % Complete field which
is a measure of the amount of deliverable achieved compared to the amount of
deliverable required.
Since the Gantt chart is a plot of work along a time axis, having a Gantt
chart where the basic bar length is based on quantity produced makes no
sense and in fact would not be a Gantt chart at all. It may certainly be a
valid tool and one that would be of use in managing certain kinds of
projects, but it's not a Gantt chart. If that's what you need, why not use
the graphing tools in Excel to generate it - a classic bar chart seems like
just the ticket.
That's not to say you can't have your number and graphic appear in your
Gantt chart. The Tracking Gant normally shows the % Complete to the right
of the task bar. Use the Bar Styles to redefine the text so it shows
Physical % Complete instead. Then create a calculated date field that
multiplies the Duration by the Physical % Complete and adds it to the Start
date. You will have created an "effective worked to" date based on the
percentage of deliverable created. Change the "drawn to" field in the
definition of the progress bars to be the resulting computed date. Now the
length of the task bar itself will be the duration and the progress bar
superimposed on it will reflect the Physical % Complete in its length as
compared to the task bar itself. Just make sure that everyone looking at
the chart knows what it's showing because such a representation is extremely
non-standard and will be confusing without some documentation.

You should be able to include the built-in % complete field in custom
Number
1 field as follows:
Tools>Customize>Fileds - select Number for task or Project, highlight
Number
1 and in the Custom attributes section select the formula button. It
will
display Number 1 = , in the dialogue box click the Insert Field button
and
from the drop down list select Number and % complete is the first
option
in
the list. Select it and it will show as [% Complete] in the dialogue
box.
Click the OK button. you might want to use the same calculation for
Summary
rows. You can also elect to display the value as data or graphical
indicators.
