I know exactly what gbaugh is talking about and I think the two replies above miss the point.
This has been annoying me for some time now.
I tend to use F2 to edit a field/filename as double clicking is not always accurate. The problem is that ( in Project) I can press F2 and the insertion point clearly starts winking in the cell. I then want to use my arrow keys to move between the letters in the cell but as soon as I press one of them the cell selection moves to the next cell (in the direction of the arrow key pressed).
The annoying thing is that this only happens sometimes. Other times I can move the insertion point within the cell with the arrow keys just fine. I don't think it is related to document settings either as it can change with the same document. It is definitely not the scroll lock.
I would LOVE to get an answer to this one...

It is a simple function of delay. Click in the cell and use the arrows and
it will scroll across cells. Click in the cell, wait a second or so (to
avoid the double-click) and click again. This should put you into Edit mode
and scrolling will occur within the cell. Make sure in Tool/Options.../Edit
tab you have the option checked to Edit directly in cell

It's not a scroll lock button issue. It happens at random in different
schedules and default for a new schedule works fine scrolling in the cell.

I'm not sure I follow your question exactly, but what I think you
are saying is sometimes when you use your arrow keys (left, right
etc.) the insertion point moves in between letters and other times
it moves to the next field (column)
It sounds as though you may be getting into the Edit mode in Project
when you are able to move the insertion point between letters, and
not successfully entering the Edit mode when you are moving to
another field. You can switch to the Edit mode by clicking two
times (not double-clicking) in a field. When in the Edit mode,
you'll see Edit showing in the status bar (bottom left of your
screen) as well as seeing a red X and blue check in the Entry bar
(below the lowest toolbar). You can also switch to the Edit mode
with the F2 key
You can disable the F2 and click twice option by turning off "Edit
directly in cell" option on the Edit page of the Tools > Options
dialog box
