Ms project import strange issue

I have a strange issue with msproject.
When I import from excel. The first time it is going oke, but when I add some in the project and import again, then msproject doest level right 1 beneath the inserted row of mine.

Example:

import 1 ==> oke
Task1
- item 1
- item 2
Task2
- item 1
- item 2
Task3
- item 1
- item 2

witout inserting an extra item in ms project, and import again from the same file, with merge. ==> oke
But when I do this:

Task2
- item 1
- item 2
- item 3 >>>> this I insert in msproject.

When import and merge again, i get this.

Task1
- item 1
- item 2
Task2
- item 1
- item 2
- item 3
Task3 >>>> this level is shifted to the right
- item 1
- item 2

what is happening ??
