MS project Pro 2003 <filename> is not a valid win32 application

Hello,
I have a user who cannot open MS project by clicking on ANY .MPP file.
He can open a file by opening the program first and doing a File>Open. I
tried changing the file associations and the same error happens. I tried
reinstalling the program but it does not change the result. This user is a
local admin on the PC with WinXP Pro. I looked on the knowledge base but
there is nothing about this error associated with this program.
What can I do to fix this?

I suspect this is a windows problem more than a Project problem. If you
don't get an answer then try posting in a Windows group.

This sounds like a Windows problem rather than Project. Try posting on a
Windows newsgroup.
