MS Project Set up

Please help me out. On our initial set up MS Project:
We have One State which has some 57 agencies. Each Agency has some 8
Divisions each Division having some 10 groups and sub groups.

Can I & How to set up?
Set groups & sub Groups under the Division & Departments & one State.
All Projects & time & Resources & $$$ can roll up to State and down to Group.
For reports, charts etc

Hi,

are we talking project server here?
In that case I would recommend the .Server newsgroup, this odesn't look like
a development issue.
