MS Project Template with complusory tasks

I have a MS Project Template that I am using in conjuction with EPM. I would
like to make some of the task complusory, hence the project managers are not
able to delete these tasks.

However, they would still need to be able to adjust the work in realtions to
this task.

Does anyone know if this is possible?
