I have a consolidated Project file. I have been able to change the reference
to the underlying projects on all but one. When I change the address of the
file (file name does not change), it gives me an error "A project can only be
incerted once..." I've deleted the task containing this sub-project, saved,
closed, opened and tried to insert the project as a new task, but the error
persists.

Apparently the file you are trying to insert has the same name as one of
the other subprojects. You do not mention which version of Project you
are using but open the project you are trying to insert and go to
File/Properties. Look at the "Title" box. Then take a look at each
subproject that inserted without a problem into your master and check
their property title. My guess is that you will find a duplicate. If so,
change the title for the un-insertable project and try again.
