MS Solution Accelerator for Proposals

When editing a smart document from sharepoint installed by
solution accelerator for proposals the smart document
fails to load with the following error message:
"Failed to connect to Web Service at ''. Please contact
your system administrator to confirm the Web Service
location and repair the client setup."

I have checked the
Microsoft.Solutions.InformationWorker.Proposals.Config
file for the ContextService url and it is pointing
correctly to the web service. The web service works.
Checked by removing the remove name="documentation"
section in the web.config file and I can browse it.

How do you get past this error.
