There is a way, although it's a bit kludgy and not very permanent if the
reader is allowed to edit the document.
Start by selecting the text you want to explain, and inserting a bookmark to
surround that text (Insert > Bookmark and supply a name).
While the text is still selected, insert a hyperlink. In the Insert >
Hyperlink dialog, click "Place in This Document" and then click the name of
the bookmark you just created. Click the ScreenTip button in the upper right
of the dialog, and enter the text for the pop-up. Although it's a small box,
you can enter a fair amount of text (I think it's up to 255 characters or
so). Click OK.
In the document, the selected text now looks like a hyperlink. If you don't
want that, select the text again and press Ctrl+spacebar to remove the
hyperlink formatting.
Because the hyperlink and the bookmark that it points to are in the same
place, apparently nothing happens if the reader follows the instruction to
"Click to follow link". Unfortunately, there's no way to remove that
instruction.
