MS Word won't start - safe mode

I wanted to reference the information in this post:

I have a PC running Windows XP & MS Word 2002/XP (as a part of the MS
Works 2004 Suite), & MS Word won't start. The interesting thing is,
the "WINWORD.EXE" process doesn't consume any resources (as shown in
the Task Manager), a NORMAL.DOT file is never created, & the splash
screen never goes away. After ending the WINWORD.EXE process in the
Task Manager & relaunching MS Word, I get a message about Word not
starting properly the last time it was launched & asking if I want to
start in Safe Mode. I tried a reinstall, but that didn't work either.

Anyway, I'm quite frustrated with this & short of a wipe/reload, I
don't know what else to do. Any help would be appreciated.

Whether you think they "apply," or not, have you tried the troubleshooting
methods?

No, because the PC belongs to someone I know - it's not mine. I don't
have access to it unless I call & make arrangements. I don't want to
go over to their house w/ info that may or may not solve their problem.
I prefer to wait until I have definitive answers.

Please don't feel as though I don't appreciate your response - I do.
The main thing is, if I can't provide something concrete, I might as
well just go over there & uninstall the Works Suite & put Open Office
or something else on there so at least she can do the things she needs
to do.
