Have run a Norton Win Doctor and there is problem which cannot be fixed:-
"C:\Program Files\Common Files\InstallShield\Professional\Run
Time\09\01\Intel\DotNetInstaller.exe" cannot access a necessary file,
"mscoree.dll."

That's the .NET Runtime execution engine. reinstall .NET.
