msfsmenu.ecf is missing or is not valid

In Outlook Tools->Trust Center->Add-ins, use the drop down at the bottom to select Exchange Client Extensions. Then press the Go button. Your options are on the page that displays thereafter.

After furious head scratching, Digitaldoc asked:

Milly,
Thanks for the reply. The first thing I did was go into this section and
disable the Exchange client (and others) and restart Outlook. No change
after disabling, same error.

No .ecf file options are even present in the this add on section of 2007,
either. As I recall, they were in 2003.

I tried detect and repair so many times I lost count. No new profile though.
Even tried a repair with the original CD. Have not uninstalled.
Even did a search for the specific .ecf files and renamed them to no avail.
A Google search shows this same error occurs with 2003 as well.
