MSIMN.EXE process doesn't end; Cause problems for Access XP

Outlook Express Version: 6.00.2800.1106

Microsoft Access Version: 2002 SP2


I have a problem with Outlook Express as follows:

When I exit Outlook Express it's still running in the background, even it
finished to check E-Mail on all pop3 accounts, and if I have Any Access
Database open it will not allow me to open another database till I hit
CTRL+ALT+DEL, Task Manager, Processes, MSIMN.EXE, End Process then
everything runs good.

I called Dell www.dell.com they advised me to either reinstall windows, or
to call Microsoft, but since it's an OEM version they will charge $245.00
for the issue; doe's anyone know how to fix this problem. ?
