MSNBC weather component is erratic

I have built a web site with FP 2003 that uses the MSNBC weather component.

A friend pointed out that the page with that component doesn't report the
weather correctly.

I tested this, and sure enough, if the page is refreshed, the results change
dramatically.

So, who is responsible for correcting this component - Microsoft or MSNBC?
