MSOE.DLL won't load

I've had to scrub my hard drive of a trojan (installed in
another computer as a secondary fixed drive), then trying
to open Outlook Express I get the message that "OUTLOOK
could not be started because MSOE.DLL could not be loaded."

I have version 5.5, which has passed into the extended
support phase of its lifecycle. At this stage, MS have
removed some of the articles applying to this problem.

Is it possible to get a copy of the article:
256219 OLEXP: How to Manually Uninstall and Reinstall
Outlook Express 5
