MSP 2003 Excel Import outline level problem

I see this issue has been presented here before, but I don't see any answers.

When I import from Excel into Project 2003 my outline levels are practically
ignored.

I am concerned only with adding new tasks via Excel. I created an Excel file
from a Project Export, deleted the data and added my properly formatted data.
I define outline levels of 1 and 2 as necessary. (One 1 and various 2s)

When I import to Project the new tasks are "indented" as a sub of the final
task. If my final task is 5.1, my new import becomes 5.1.1, ignoring the 1
and 2 I have in the "Outline level" cells.

is there a fix for this?
