MSP 2007 problem importing project to server with local resources.

Hi I have a Project manager who is trying to publish a project file to a 2007
MSP server. The user is a part of the default Project Managers group. When
he tries to publish his project file to the server he gets a “no permissions
to create enterprise resource account “error message and the message
references the 5 local resources in his project plan. He mapped all the
resources in the project plan to enterprise resources except these 5. They
were to be kept local but the server seems to be trying to create user
accounts for the local resources? The default PM group does not have access
to create enterprise resource accounts so I understand the message but why is
it trying to create them and what can I do?

Open the project which has local resources, Goto Enterprise Resource
Sheet double click the local resource and change workgroup to 'None'.
Publish the project.

Project server is trying to create user accounts for the local
resouce. If you change the work type to 'None' it will not.

Unfortunately prior to publishing the file to the server the resource does
not have a workgroup so the change can’t be made.

Any other suggestion would be greatly appreciated.
