MST being ignored

We have downloaded the 2003 ORK.EXE (version 11.0.5614.0).
We created our MST similar to our OfficeXP MST to keep
the old settings, if any, and to install all the
applications, plus some extras.

Problem 1) On a freshly-built PC with no Office, we
install Access97. Then we run the 2003 MST, which
installs only Access, InfoPath, and Publisher. It does
keep our Access97 okay. It ignores Word, Excel,
PowerPoint, and Outlook - they aren't installed!

Problem 2) To keep Access programs seperate, we had
created an OfficeXP MST that installed XP to "C:\Program
Files\Office XP". When we run the 2003 MST, it installs
everything per our 2003 MST - but instead of installing
where our MST told it to (C:\Program Files\Microsoft
Office), it installs in a subfolder of "%\Office XP"!

ORK bug 1) When you tell Custom Install Wiz to "keep
existing settings" to keep the references to things like
Outlook PST files, etc., and you run the MST on a fresh
build (not upgrading existing PC), it sees the basic app
set (Word,Excel,PP,Outlook)is missing and treats that as
an "existing setting" and refrains from installing them,
even though you specified in the MST what was to be
installed. In spite of this bug, it goes ahead and
installs InfoPath and Publisher, even though they never
existed on the PC before, either!

ORK bug 2) The last Office install location usurps the
default "Microsoft Office" folder name. Even though you
hard-code it into the MST that you want it installed
to "C:\Program Files\Microsoft Office", it will install
wherever you last installed the previous version of
Office, whether D: drive, or any foldername that's
different.

We've re-done this and downloaded the ORK a few different
times and all the result is always the same.

Are we alone in this?
The XP ORK didn't do this.

Jeff,

I think all of your issues are caused by a setup feature called "feature
state migration". To disable it, go to the last dialog in the CIW and change
"NOFEATURESTATEMIGRATION" to "do not match feature states during
installation". Try that and let me know which problems still persist.

The only thing we found similar to what you mentioned is
page 7 (of 24) where it says, "Do not migrate previous
installation state".
We had left this unchecked because I thought it meant
that it would not keep the user's references to PST files
and other things, but this isn't true. I believe this
setting is exactly for what you say.

However, it doesn't work.

Keeping user settings comes later on page 9: "Migrate
user settings" must be checked.

Our test STILL didn't install Word, Excel, Outlook, and
PowerPoint. This is clearly a broken feature of the 2003
CIW.

Thanks!
You pointed us in the right direction, even if you didn't
lead us to the exact point.
On page seven, the CIW tries to get real fancy. You cn
apply "Properties" settings to only one branch. (Not sure
why you would!) Clicking in the box "Do not migrate
previous installation state" does nothing! This is lame
programming, as far as I'm concerned. Hitting the "Next"
button should apply it, but there's an additional step.
You MUST click the button labeled "Apply To Branch",
while the highest thing in the tree "Microsoft Office" is
highlighted to apply the "Do not migrate..." setting.

Now everything works the way we wanted.
