MST fails to install Outlook 2003

On a Windows XP Pro device with SP1a, the installation fails with a "Please go to the Contol Panel to install and configure system components" dialog box when run from a MST created using the Custom Installation Wizard. The installation works fine when done manually. Has anyone else come across this problem?
