MST file does not apply correctly

I have a number of machines with OfficeXP installed. Mgmt want to upgrade
Outlook only, to Outlook 2k3. I create an MST that does not touch the
exisiting installations, except for outlook, migrates user settings, applies
our license, etc.
I then run setup.exe TRANSFORMS=OutlookOnly.mst, and setup proceeds to
uninstall everything,a nd upgrade everything to Office 2k3.

I am using the Office 2k3 CIW....


What am I missing here?

Never mind...you have to change the 'default behavior' to the appropriate
