MST install - no profile update

Hi all.

My goal is to

1) remove outlook 2000 (from existing office 2000 installs on a
mixture of W2K and XP workstations)

2) Install outlook 2003 (from office 2003. - can't do full office
install as we have a bespoke app which doesn't like word 2003)

3) Modify all users profiles so that
i) cached exchange mode is switched on
ii) Send and receive settings are modified ensure that the "all
accounts" group is set to synchronize forms
iii) other existing settings are maintained (esp. attached PSTs &
secondary mailboxes. Signatures too if poss)

My tactic:

1) Created an MST file using the "modify profile" option, and
including all of these settings
2) Create an SMS package to deploy this to the COMPUTERS that require
it. (reboot included)
3) Advertise to pilot systems

Results:

Under the above conditions, outlook 2003 deploys. However the changes
to the profiles do not get applied (no cached exchange mode. no
synchronize forms)

Testing:

I recreated the MST with the "new profile" setting rather than "modify
profile". In this config, I get the new settings, but in the process I
lose all connection with PSTs and secondary mailboxes.

I Exported a PRF from the Custom installation wizard app & ran it on a
workstation. Cached exchange mode was applied successfully
(maintaining PSTs and secondary mailboxes) but I understand that SRS
settings can't be implemented from a PRF file?

This is causing delays to a large roll-out. Any help appreciated. I
can't see any reason why these settings would fail to apply
