MSWORD putting line around the picture

MSWORD should enable users to put line around the picture even when the
picture is in the (In line wit htext) layout

Because if I want to make an frame or line around an picture I should Change
the layout to (Square) for example
then put the line then return the layout to (In line with text)

That is already possible.

With the inline picture selected, click Format > Borders & Shading,
and select the Box item. The "Apply to" dropdown should already say
"Picture", but change it to that if something else appears there.
