MT561413.CAB error

I tried to open a *.wps file, never had a problem with conversion before but
had to re-install my office 2003. I got this error that this *.cab file was
missing. I searched the MS site and it said download an updated converter
so I did and installed. Re booted, just to be safe, and I still get the
error. Help please!
