multi project resource schedueling problem

I have 15 projects I am trying to plan. The team includes 25 developers
There are about 7 various skill sets of the developers- but they are no
all held by all developers.list of activities that each developer mus
work on and their weight is sent to them monthly. I'm asked to schedul
the projects as they finish at their least possible duration and als
progress together. it means that each developer must work on more tha
one project during a month (of course based on specific portion define
by R&D manager called as project weight ) . I tried using priority bu
it schedule's the project with most priority first and when i
completely finished the next project will start but i want to schedul
projects as each developer work on different projects base on it'
specified percentage . I mean if a developer works 150 hrs. a month, fo
project a with 20% weight he is set to work on it not more than 30 hrs
during this specified month .

usually the automatic allocation of resources won't produce what you
want so you will most likely end up allocating them manually (doing
manual leveling)

You could maybe try RationalPlan (http://www.rationalplan.com) as a
fair alternative to MS Project. The multi version is designed for
resources that are allocated over several projects at the same time
