I am running Office 2004 on OS X 10.5, and got the same problem you did.
After extensive research I accidentally stumbled on the solution, all you have to do is hit the "PREVIEW" button which is to the right of "PDF" and it will open each sheet of the excel book separately on Mac's Preview, all you have to do then is drag the files to the order you want and save!

What you are not taking into consideration is that an Excel worksheet is nota

a continuation of the previous sheet. The basic PDF generators apparentl
are not designed to distinguish between the end of page/sheet/file coding s
they barf when you send the entire workbook
What should happen is that each sheet creates a separate PDF of however man
pages. You should wind up with 4 PDF files whose names are a combination o
the file name plus sheet name. Then use one of the PDF 'stitcher' utilitie
to combine them into a single PDF file. Apple's Preview app version 5.
enables this by simply dragging the individual PDFs into the Drawer.
believe version 4.x did also but cannot remember for sure. There are also
number of free/shareware utilities for the purpose, and Acrobat can do th
same if you have it

If I use Excel 2008 to output a 3 sheet book using File> Print - Entir
Workbook - PDF it creates 3 separate PDFs, each one 2 pages. This is as
would expect & the basis for my previous reply
But if I do exactly the same with the same file on the same Mac using Exce
2004 I get the same result you are getting - 1 PDF for the last sheet only
I honestly do not know what else to suggest :-
