Multi User creation of powerpoint presentations

My Marketing has developed over 100 ppt slides that make up a very large
presentation.
Users like to customize the presentation by removing some of the slides and
ending up with a presentation of say only 20 slides.
However - Users also like to add their own text etc to Marketings premade
slides which is a big no no for us.
so.....
Is there a way to lock the slides so they can not be changed but would allow
users to remove certain slides
or
Is there a program out there that will store the 100 slides and then provide
some sort of interface so Users can make a powerpoint presentation from them
and have this program compile and spit out a ppt presentation that is no
editable?

take a look at www.slidewhere.com

enables shared access to a library of your powerpoint slides and to reuse
those slides in any number of presentations. Great for searching and
categorizing too.
