Multilangual Problem

Dear All !
I am using MS Project Server 2003. On Windows 2003 Server
in English enviornment. If I try to connect MS Project 2003 (Desktop) with
chines language (windows XP) to MS Project Server 2003 unable to connect with
the server. If remove all languages from the Regional Settings and add only
one language that is English then we are able to connect with the MS Project
Server2003. In this regard what i have to do? Any one know please help me out.
PS : I have already installed
