Multilevel list in 2007, not working when changing level start to 0 ?

Hello.

I seem to have stumbled upon yet another weird behaviour in Word 2007.
Heres the scenario in short:

I have a multilevel list in my document:

1. Heading 1
1.1 Heading 2
1.1.1 Heading 3
1.1.1.1 Heading 4
2. Heading 1
2.1 Heading 2
2.1.1 Heading 3
2.1.1.1 Heading 4 ...and so on...

Now Iwant to to change the "start at..." for level 4 to "0" instead of
"1" which is the default.
If I then go to: "Define new multilevel list" and simply select level
4 and click More to change the "start at..." to 0(zero). Then checking
that "Apply changes to" has "Whole list" selected. The change only
alters the heading im at. like this:

1. Heading 1
1.1 Heading 2
1.1.1 Heading 3
1.1.1.1 Heading 4 <- Only this heading changes.
2. Heading 1
2.1 Heading 2
2.1.1 Heading 3
2.1.1.1 Heading 4

Now if I after this go in to the "Define new multilevel list" again,
and select level 4 one more time, changing the "start at..." to 0
again, AND also selects level 1, and make sure the "apply changes to"
has "Whole list selected" THEN it changes the whole list like this:

1. Heading 1
1.1 Heading 2
1.1.1 Heading 3
1.1.1.0 Heading 4 <- Changes
2. Heading 1
2.1 Heading 2
2.1.1 Heading 3
2.1.1.0 Heading 4 <- Now this also changes.

I can't get word to apply the change to the whole list the first time
I make a change, I have to take these 2 steps to make it work like
that? Anyone has any idea what Im doing wrong, or why this happens?

Before clicking Home tab | Multilevel List | Define New Multilevel List,
place the insertion point in the *first* Heading 1 paragraph of the
document. In the dialog box, modify any aspect of the numbering, for any
level; when you are done, click OK.

If numbering still isn't correct, select the problematic paragraph(s) and
press Ctrl+Q (which resets paragraph formatting to style).
