Multilevel list, no numbers at L2

[I'm using the MSO2010 beta, but it seems that most Word behavior is
identical to Word 2007.]

I need a multilevel list with some unusual requirements. It was no
trouble in MSO2003, but seems to be impossible in MSO2010b. I'm
hoping someone here can show me that it is possible. Additionally,
I'm not sure whether it requires one or two sequence lists.

The Level 1 "number" has words that stay the same and then a number
that increases sequentially. There may be subsections below this,
with only a, b, c, etc. Level 2 (or, possibly, level 1 of a different
numbering sequence) has to have different words that stay the same,
and no number. If there were subsections under L1, there will also be
subsections under this level. In MSO2003, I could use one style for
L1 and link it to the first outline level, and another style for L2
and link it to the second outline level. The problem in MSO2010b is
that I cannot define the L2 without a number. Even after putting the
words in the appropriate dialog box field, the "OK" box is grayed out
until I select a number series (i.e., I cannot exit the dialog if I
select "none" in the number series field).

The finished product needs to look like this (probably not relevant,
but the margins and line spacing differ depending on the paragraph):

Interrogatory 1:
a. (possibly; not always)
b. (possibly; not always)
Response:
a. (possibly; not always)
b. (possibly; not always)
Interrogatory 2:
a. (possibly; not always)
b. (possibly; not always)
Response:
a. (possibly; not always)
b. (possibly; not always)

What can I do? Should I abandon the multilevel outline dialog box,
and use Listnum fields with different sequences?

(And, for extra credit, how does one "reset" the numbering/lists in
MSO2007-2010b? There's no "reset" button.)

It is done (and can be done) in Word 2007 and 2010 in excatly the same way
as in Word 2003.

Click on the Multilevel list button in the Paragraph section of the Home tab
of the Ribbon and then click on the Define New Multilevel List item.

It is true, however, that *single-level* lists require a number format; you
cannot use the numbering dialog box to add static text to them anymore.

Okay Doug & Stefan, thank you. Your replies clarify what can / cannot
be done, and how.

What about the extra credit question? In the olden days (pre-XML),
number lists seemed to propagate uncontrollably, and there were
related problems. That could be controlled by using only one of the
available dialog places for custom lists, and by resetting the lists
periodically. There doesn't seem to be a way to reset lists
nowadays. Is it hidden, or does it just not need to be done any
longer? (The problem was not, as I understood it, a file format
issue, so I'm not sure why XML would alleviate the problem, unless MS
fixed the underlying issue around the same time as the switch in
formats.)

Customized lists, found under Home tab | Multilevel List (or Home tab |
Bullets or Home tab | Numbering) are stored in the ListGal.dat file in your
user profile. You can delete the file to restore the preset lists.
