Multiline chapter heading

Hi,

anyone who has an idea how to realize the following kind of chapter
heading with auto numbering (Word 2000):

-------------------------------

Chapter II

The Meaning of Life

-------------------------------

What im essentially looking for is a way to substitute the standard
horizontal tab stop or fixed width space following the chapter number
by a vertical space.
