multipage form craziness

I am trying to create a multipage form, when I click the push button,
the layer than I want to become hidden becomes hidden, but the layer
that I want to become visible does not become visible.

On the following page, when I click the "Required" button, the layer
"Instructions" should be hidden and the layer "Required" should become
visible.

Temporarily I have the layers offset down the page, I will fix their
location later after I get all the property changes to work.

What am I doing wrong?

I am doing this with the built-tools, for formatting layers and
behaviors.
