Multiple ampersands (&) in label caption

It's silly little bugs like these that have me going bald. I found a
thread from 2005 where this was an issue on forms. To display an
ampersand in a label caption, it needs to be escaped with an
ampersand. That works fine with one, but it seems in the case of
multiple ampersands, the second set will still underline the following
letter.

My first experience with this is with reports. I didn't notice right
away either because it only seems to present itself under very
specific circumstances. It appears on screen properly. It prints
properly to my laser printer. But if I use Acrobat Distiller as the
printer, then the underline appears with the second set of ampersands.
(I have Access 2003 and Acrobat 5)

Several reports are affected by this and this is discovered the day
before the client goes to press.

I didn't use a textbox originally, because the label is set in VBA on
the report's open event. A textbox's value can't be set in the open
procedure.

I suppose I have to change things around so that I use a textbox and
set the value in the PageHeaderSection_Format procedure. Is that my
only option?
