Multiple copies of Note Flags

In my Note Flag Summary pane, I have the same items appearing 2 times -
one occurrence is checked, the other unchecked. Both are for the same
note flag, but appear to be 2 copies of the same flag -- as if there is
a parallel copy of the folder. I can check and uncheck the 2
independently of the other.

Example: (looking at the folder from the folder list, not the Note
Summary)
Folder: MyFolder
Section: MySection
Pages: 14
Note Flag on Page: 8

On Disk:
\My Notebook\MyFolder\MySection.one

When I click on the checked items, the section (MySection) of that
folder (MyFolder) has 10 pages. When I click on the *unchecked* item
in the Summary pane, it takes me to what appears to be the same folder
(MyFolder, section MySection), but this "copy" has 14 pages in the
section, and the item is unchecked.

The real MySection should have 14 pages and the item unchecked on page
8.

It appears that at some point, OneNote created 2 copies of the same
item in the .one file that is stored on disk. When I go to My Notebook
in Windows Explorer, I see only 1 physical file (i.e., MySection.one)
for the section that has these 2 "phantom" sets of pages.

I know...it doesn't make sense to me either.

Any thoughts?

Just to clarify, I am *not* creating a Note Flag Summary page. The
duplicates appear in the Note Flag Summary pane.

Thanks.

Open OneNote, go to tools, options and select the "note flags" category.
Make sure that the only option selected here is "show original flagged notes
as dimmed". Had the same problem and this fixed it.
