multiple distribution lists but no duplicate mails

Is there no way in outlook (If you are the distribution list owner) to ensure
that when you send an email to multiple distribution lists you are not
sending duplicate emails to the people that belong to more than one of the
DLs?

Correct, there is no way to do that in Outlook as it is handled at mail
server level.
