Multiple e-mail accounts

I have access to multiple e-mail accounts, including an MS exchange server
and several POP accounts. The MS exchange server is on a private network.
Whenever I connect to a public ISP (not the private network), MS Outlook will
only work in Offline mode, even though I'm on-line to the POP accounts. Can
I configure MS Outlook to operate in On-line mode when the MS Exchange Server
is not available?
