Multiple email downloads

I keep getting the same emails 3 and 4 times. My ISP says it's a problem with Outlook '03 and MS has to figure out how to stop this. I know that when there's an error downloading before all the messages are received, the download starts all over again. Sometimes this is the case, but not always. Who has an idea? Thanks
