Multiple License for network?

I have a potential client who is presently using Office XP 2002/2003 and he
is interested in upgrading to a server based machine, and wondering if Office
2007 can be networked with more than 3 users with the Small Business Edition
of the suite?

Please advise if this suite is best or if Professional is recommenced?
