Multiple lists in one excel sheet

Goal: I'm trying to create a form with multiple drop down lists so that users of the form are limited in the choices they can input.

Problem: When I choose an option from one list, it opens up all the other lists.

Question: Is there a work around or a solution better than lists in order to have limited choices for people to enter on the form?

The should be no problem with multiple lists. Can you give a specific
example of your problem? I do not have any idea what "opens all the other
lists" means. Where is the data? How are you building the list? Are using
cell validation, or a drop down control from the forms tool bar?
