Multiple owners of a project

Is there a way to have multiple people own a project so that if a task is
entered in the web portion the person who entried it can accept the tasks?
For example Person A built the plan and person B is a resource on the plan.
Person B goes to the web to add a task, is there a way they can approve it
and not have to wait for person A.
