Multiple Projects across Multiple Customers

History:
We are a services organization; we have an initial contract with a client
where we monitor the work completed through Project. Once the project is
completed we close out the MS Project Plan and create a new Project Plan for
each change order that the client requests.

Problem we need to solve:
How can we report on the resource usage/allocation over the life of the
client engagement?

So for example: Initial implementation started on 1/1/07 and ended on
5/1/07; a Change Order started on 6/1/07 and ended on 7/1/07. We need to
calculate the number of hours the client took up.
