Is it at all possible to link multiple projects together
into some meaningful "master project list"? I need to
have the ability to see how each project is dependent on
another, and how tasks within one project might affect
tasks in a separate project.

Yes. See the Menu: Insert/Project to see how you can "insert" projects
to *link* them together as you describe. Search Project's "Help" for
the word "link;project" to get lots guidance on this.
