Multiple projects linked to a single WSS site

Is there a way to link multiple projects to a single WSS site? I would
like to be able to have 1 WSS site at a program level, and have
subprojects link to that WSS site.

You can't.

You can use the PublicDocuments workspace for this purpose. But even that
site can't be attached with individual projects.

If you want to use one WSS site for sharing documents only (& not to use
Issues / Risks features of WSS site, then you can create a Document Library
by going to PWA > Documents > View and upload public documents > Create
Document Library. Later you can set permissions on that library.
