Multiple Row Axis Label

In my 2004 version of Excel, I could use 2 rows for my x-axis label. For example, I could have a month on the top row and three different years (repeated for each month) on the bottom row. This would be reflected in my chart and the x-axis would have the months on the bottom (as the broader category) and the years on the top for each of these months. In the new Excel, however, I have only been able to accomplish this by selecting multiple columns. I have hundreds of spreadsheets with data and graphs that I do not want to change and also, I need to import these tables the way I have them for print so transposing the columns and rows is not an option. How can I accomplish using data from multiple ROWS as my axis label as opposed to multiple columns?
