Multiple User Access to Access Project

Is it possible to allow more than one user to edit an
Access Project simultaneously? We have tried. The first
user to log in is fine but when the second user tries, he
is told that the project is locked and can only be opened
read only.

The first user did not open the database exclusively.
When we try the same with an MDB, it's fine. Is it
something about Projects?
