Must Give administrator privilege to Outlook users so they can use send/receive

On Windows XP clients, I have instlaled MS Office Outlook
2003. Our workstations are set up so that users are
Restricted Users. By default, Outlook 2003 will not allow
Restricted or Power (Standard) Users to use the
Send/Receive function, including changing the Send/Receive
options in Tools-Options.

How do I allow users to access this functionality without
giving them full administrative privileges? There should
be a way to change this in Outlook or in changing registry
permissions.
