must rules reference controls in the same view only?

I have a form with about 12 views sharing (in varying degrees) about
300 controls.

I'm trying to get a button on view 5 to apply a rule referencing a
control only on view 2 to bring up view 4. Nothing's happening. What
might I be doing wrong here?
