My 4 row formula is not ROUNDING out

These are my 4 rows of cells. Top row shows my results the bottom row shows my formulas. My 4th row formula is not rounding out properly. How can I get this to fix?

E16: =ROUND(D16/18+5,2)
F16: =ROUND(D16/18+3.65,2)
