My default mail client is "improperly installed". How do I fix it

When I click on a mailto link, I get 57 windows in IE and can't send mail.
The error message says that the default mail client is improperly installed.
I tried IE tools>options>program tab to no avail.
(XP home w/office 2003 macafee antivirus.)
