My e-mail will send but won't recieve after changing to Office?

My e-mail will send but won't recieve mail after changing to Office and
changing servers to upgrade to DSL, do I find the old outlook and delete it?
Also, the error box keeps popping up saying the incoming mail cannot be
delivered because its locked, what's up with that?
