My edits/comments don't show up when I place my cursor over them i

I am an editor using MS Office Word 2003. I have it configured so the edits
and comments appear in the text (the old way, not using the margin baloons).
I used to be able to just pass my cursor over an edit or comment and it would
appear in a baloon right there and disappear when the cursor moved. For some
reason, it won't do that anymore. Do you know how I can get it to do that?

In Word, click on Tools | Options | View | check the "ScreenTips"
box | OK.
